Registrar of Voters Lindsay Dale told the Board on Sept. 23 that Imperial County is completing a sequence of public consultations, workshops and outreach steps required to transition to the Voter's Choice Act (VCA) vote‑center model ahead of the June primary.
Dale said the office used LATCF funds approved by the board on June 10 to support outreach and that it held required public consultation meetings in late June focused on seniors, people with disabilities and voters whose primary language is not English. The registrar said the office also conducted six additional public workshops, attended seven city council meetings, presented to local civic organizations and obtained endorsements from both local Republican and Democratic central committees during the public process.
Dale said the department received verbal feedback that was positive, and one formal comment from Disability Rights California about website accessibility; the office is addressing those recommendations. She said two formal public comment periods yielded no written comments on the Election Administration Plan. County staff have been working with the Secretary of State's office on plan submission and will file the plan for review; the office intends to implement VCA vote centers for the June primary and will not switch for the then‑current November election.
Dale described plans to recruit VCA ambassadors — a statewide partnership of nonpartisan outreach workers, community organizations and students — and to expand targeted mailings and local outreach. The Board asked clarifying questions; no formal vote or budget action was taken during the presentation.
