Council denies SUP for driving-school instruction at Harvard Oaks shopping center after applicant fails to meet condition

The Bedford City Council on Sept. 23 denied a specific use permit that would have allowed a private driving school at 2901 Martin Drive, Suite D in the Harvard Oaks shopping center.
Planning and zoning had recommended approval with a condition that all instruction be classroom-only and that no on-site driving or parallel-parking instruction occur on the property. After that recommendation, staff met with the applicant and the applicant informed staff they could not obtain a state license to operate without on-site parallel-parking instruction. The applicant did not appear at the council meeting.
Given the applicant's stated need for on-site driving instruction, Council moved to deny the SUP. Mayor Dan Cogan made the motion to deny and Council member Amy Sable seconded; the denial passed unanimously. Staff noted the suite is near Meadow Creek Elementary School and that commissioners were concerned about conducting on-site driving training in a narrow shopping center parking area adjacent to a busy school.
The record shows five adjoining property owners were notified; staff received no written responses. With the denial, the applicant may withdraw and return with a revised proposal or pursue other locations that can accommodate required on-site instruction and state licensing requirements.
