Council adopts ordinance setting police and fire classified positions under Texas Local Government Code

The Cleburne City Council on Sept. 23 adopted an ordinance establishing classifications and the number of classified positions for the city’s police and fire departments under Chapter 143 of the Texas Local Government Code.
City staff told the council the change implements staffing decisions approved in the fiscal year 2026 budget: effective Oct. 1, 2025, three additional classified firefighter positions will be added, bringing the total classified firefighter positions to 69; effective April 1, 2026, the police department will increase by one classified officer position. Staff described this ordinance as a housekeeping measure to align the classification ordinance with budgeted staffing levels.
Councilmember Blake Jones moved to approve the ordinance; Councilmember Oliver Cosby seconded. The motion carried unanimously.
The ordinance formalizes the rank classifications and head counts required by the city’s civil-service status and Chapter 143 procedures; staff said questions would be handled through the civil-service process as needed.
