Planning commission approves single-story retail building near Great Southwest Parkway

The Grand Prairie Planning and Zoning Commission on Monday approved a site plan for a new single-story retail building at 2775 Great Southwest Parkway (SDP25070026).

Staff presentation said the project, shown as part of the Asian Times Square development, meets setback, dimensional and parking requirements and includes required landscaping and elevations that use stucco, brick and a limestone base. Planning staff said the tenant(s) had not been identified but were likely to be neighborhood-scale services such as an insurance office, nail salon or other small retail uses.

Commissioner John Federko moved to close public discussion and approve the plan; Commissioner Frank Gonzales seconded. Commissioners voted unanimously to approve the site plan.

Applicant Joseph Kellis and Moe Kellis submitted speaker cards recording their support and did not speak. Commissioners asked staff about proximity to a nearby church and whether the proposed uses would create conflicts. Planning staff said no variances were requested and noted state licensing rules would apply for uses such as restaurants or establishments selling alcohol, which include a 750-foot separation requirement from church doors if applicable.

The commission recorded no requested variances and no speaker opposition. The applicant will proceed to the required permit and site-plan steps under the city’s Unified Development Code.
