The Bedford City Council voted unanimously on Sept. 23 to deny a specific use permit that would have allowed five coin-operated gaming machines inside a proposed novelty and gift store at 3225 Harwood Road, Suite F.
Development Director Wes Morrison said the city classifies a retail establishment with four or more coin-operated gaming machines as an "indoor amusement," and that indoor amusements require a specific use permit under the city's code. The applicant planned to place five machines in the suite; the retail certificate of occupancy for the store had already been issued but the operators had not yet opened.
Shauna Lira, representing Paris Gifts, told council the business's owner, George Garcia, selected Bedford because of its location and community; Garcia was not present.
After the public hearing, Council member Amy Sable moved to deny the SUP; Council member Steve seconded the motion. The motion carried unanimously. Planning and zoning had recommended approval by a 6-to-1 vote. Council did not provide further conditions in the meeting record. The denial leaves the retail store without the requested gaming machines but does not affect the store's retail CO.
Council did not record written comments from adjoining property owners; staff said 11 property owners were notified and no written responses were received.
