Council approves specific-use permit for tattoo and piercing studio at 111 S. Caddo Street

The Cleburne City Council unanimously approved a specific-use permit on Sept. 23 allowing a tattoo and piercing studio to operate at 111 South Caddo Street in downtown Cleburne.
City planning staff told the council the building is zoned Regional Commercial and within the downtown core overlay. The proposed tenant, The Painted Rose Tattoo and Art Gallery, would occupy about 4,600 square feet on the second floor; the first floor remains earmarked for a future tenant. Staff said no exterior changes were proposed and noted the downtown location is exempt from parking requirements. Planning and Zoning recommended approval unanimously on Sept. 8; staff reported no opposition had been received.
Chandler Hobbs, the owner of The Painted Rose, spoke during the public hearing and told council the business has grown over three years at its current address, has been voted best studio in Johnson County three years in a row, and that the owners participate in local sponsorships. Hobbs said their lease at 103 East Henderson is ending, and they want to relocate to downtown.
Councilmember Derek Weathers moved to approve the specific-use permit; Blake Jones seconded. The council approved the permit unanimously.
If the relocation proceeds, Hobbs told council the business would continue current services including tattoos, permanent cosmetics, body piercing, jewelry sales, and an art gallery, and maintain the same hours of operation (Monday–Saturday 10 a.m.–8 p.m.; Sunday 10 a.m.–6 p.m.). The council recorded no conditions or amendments to the permit in the motion.
