Minutes and financials - The commission approved minutes from the July 15, 2025 meeting on a 4‑0 roll call. - Commissioners approved amended financial statements after staff presentations and discussion.
Deobligation - Staff said the Loop Phase to the Plaza contract will be canceled by mutual agreement with the provider because the contracted scope would not deliver the intended outcome. The commission approved de‑obligating $26,002.99 from that contract; Beth said some original survey and utility work had been completed. - After the deobligation the commission records show $3,110,129.79 available in Allocation Area 1 for new projects.

Street sweeper and paving grants - The commission approved $297,470 from Allocation Area 1 to purchase a Global M3 street sweeper, replacing a 2017 vehicle that is approaching end of life. TL Bozel, Richmond Street Commissioner, said maintenance costs have been high on the older units and manufacturers have indicated a potential 20% price increase next year. - The commission approved $578,176 (Johns Manville allocation area) to provide the local match for three milling and paving projects (Richmond Avenue, Northwest Third, and Indiana Avenue) so the city can apply for Community Crossings grant funding (application window Oct. 1–31). TL said the city has strong historical success with Community Crossings applications; Johns Manville funds must be used on properties adjacent to the Manville fund area.
Votes and roll calls - Most motions were approved unanimously by the four commissioners present (Michael Bloom, Jenny Lamon, Kathy Lucid, Allison Seidel). Kathy Lucid recused herself on the Reed Center item.
Other business - Commissioners set an executive‑session meeting for Oct. 8 at 1:30 p.m. (to be advertised in the Palladium item).
The commission packet and minutes will include the specific resolutions and line‑item changes; staff said it will remove closed projects from future statements to reduce confusion.
