Board ratifies $55,000 software agreement for rental-cap ordinance implementation

The Board of Public Works and Safety on Sept. 3 ratified a $55,000 agreement between the city and Opportunity Space Inc., doing business as Teleme, to provide software related to the recently passed rental-cap ordinance.
Corporation Counsel Sergei Gertrzukhinov explained the agreement was executed by Mike Halibaugh, director of Community Services, but the total value exceeded the director’s signatory authority when combined across years. Sergei said the board’s action is a ratification of that executed agreement: “This agreement was executed by Mike Halba, director of department of community services with Telome. Telome is a software provider for, the rental cap ordinance that the council passed recently. Reason why you're ratifying this is because per year, it was within, mister Halaba's authority to execute. However, combined together, and that's what the agreement is for, exceeded his signatory authority.”
Sergei added the purpose of the ratification is certification of the contract after the combined total exceeded the CFO’s authority because the initial review looked only at a first-year number. The board approved the ratification by voice vote. The resolution appears in the record as BPW O90325-01 (building blocks agreement).
