Muncie Board of Works approves $1.12 million in claims, awards three CDBG service contracts and OKs temporary parking

The Muncie Board of Works and Safety approved $1,124,135 in claims by voice vote, granted a temporary parking permit for 901 North Bridal Road, and approved three public-service contracts funded by the city’s 2025 Community Development Block Grant at its Sept. 17 meeting.
The board approved the claims after Matt Wegley, deputy controller for the City of Muncie, presented a 16‑page list. "Relatively short list, 16 pages, which for us is kinda short," Wegley said. The board took a voice vote and the presiding officer announced the motion carried; the transcript does not record a numerical tally.
The board approved a temporary parking request for the Bohannan family at 901 North Bridal Road, limited to a few spots in front of the home. The presiding officer said the applicants had properly notified neighbors; the motion to approve was made by the presiding officer and seconded by Board member Ted Baker. The action was adopted by voice vote.
Nikita Adams of the Office of Community Development presented three public-service contract awards tied to the city’s 2025 Community Development Block Grant. Adams said only three organizations applied this year and the available funds were split to closely match requests. The awards are:
- Better Way: $48,770 to cover its executive director and finance director positions. - Muncie Mission: $78,770 covering hub operations. - YWCA: $58,770 to cover its executive director.
"We were able to give almost exactly what everyone requested on our applications this year," Adams said. A motion to approve the three contracts was made and approved by voice vote.
A demolition contract award from the Office of Community Development was removed from consideration and tabled because no representative for the contract was present. The presiding officer said they would not move forward with contract awards when no one is available to answer questions.
The board also acknowledged a contractor agreement from the CIRP; the item was entered into the record and required no board action, according to the presiding officer.
The meeting closed after one member of the public urged the city to consider directing more funds to social-service groups. No dates were set for follow-up reports on the contract awards or the tabled demolition contract.
