Helena awards CIPP sewer rehabilitation contract to Vortex Services LLC after bid confusion

City Engineer Jamie Clark told commissioners the work covers two schedules: sanitary sewer mains (Schedule 1) and a storm sewer under the livery block (Schedule 2). Clark said many mains run under houses or structures, which requires CIPP methods. He said the total low bid for the combined schedules was $964,990.
The motion to award initially included incorrect project and price information; staff advised the commission that the correct project number is 24-04 and the correct combined bid amount is $964,990. Commissioners then moved to award the contract to Vortex Services LLC. The final roll-call recorded Commissioners Shurtleff, Dean, Reid and Logan and Mayor Collins voting “aye.” The motion carried 5 to 0.
Clark said the contractor is required to provide bypass pumping during work to maintain sewer flows and that affected residents and businesses will be notified if service will be interrupted; he added there can be short-term odors associated with the pipe-curing epoxy.
The commission did not receive public comment on the item at the meeting.
The award authorizes the city to proceed with contracting with Vortex Services LLC to perform the rehabilitation under project 24-04; the contract amount recorded in the meeting is $964,990.
The commission meeting adjourned after remaining agenda items were handled.
