During public comment at the Portsmouth Town Council meeting, residents urged the council to require roll-call votes for new and old business so abstentions and individual positions are recorded.
Tom Grube said confusion at a recent meeting had resulted from a 3-3-1 vote in which an abstention was not announced; he argued a roll-call vote “would not only have protected against that, but we would have identified who the abstention was.” Grube said roll-call voting in those agenda categories would improve transparency.
Separately, Councilor Gleeson and other participants raised the council chamber’s audio and acoustics as a barrier to access. Gleeson recommended longer microphones, mentioning the Shure brand and saying people in the back row cannot hear speakers who do not position themselves correctly at the mic.
No formal change to council procedures was proposed or voted on during the meeting; the remarks were recorded during the public-comment and general-discussion portions of the session and were referred to as items for council consideration.
