The presenter described the draft as a large, multi-part ordinance affecting how the town regulates signage and said the planning board’s review would allow for public comment and technical revision before the council schedules a public hearing.
A councilor asked whether legal counsel had reviewed the draft. Staff replied the proposal had been sent to the town solicitor and was in the process of review with the ACLU. The motion directing the planning board to prepare an advisory opinion within 45 days passed 7 to 0.
Council members said the timeline would allow residents and boards to review the draft; staff said the planning board could propose changes and return the ordinance to the council for a public hearing and further action.
