Council approves park and event requests including nativity display and Boy Scout geocache; solicitation approved pending police review

Lock Haven City Council on Sept. 22 considered several requests to use city property and for solicitation permits and approved them by roll call.
Triangle Park nativity display: A resident speaker described the religious and community significance of a nativity scene and asked for permission to display it in Triangle Park. Council discussed the requested timeframe and alternatives; members suggested a shorter display period to balance concerns from multiple faith traditions and public use of the park. A motion to approve the use of Triangle Park for a nativity scene from Dec. 6 to Jan. 10 was moved, seconded and approved by roll call.
Boy Scout geocache: Brenda Geier, identified as the committee chair for Boy Scout Troop 711, asked permission for the troop to place a geocache downtown to support a merit-badge activity; she said the troop would provide the exact coordinates privately and would avoid disruptive locations. Council member comment noted existing geocaches around the city and expressed support. A motion to approve the troop's geocache was moved and passed by roll call.
Zindel Park wedding: A request to use Zindel Park for a small wedding ceremony on Sept. 8, 2026 was presented; staff said organizers would complete required paperwork and follow rules. Council voted to approve the request.
Solicitation for student food pantry (Haven covered): Commonwealth University's student food pantry sought permission to solicit donations at the intersection near Dunkin's on Oct. 18 from 9 a.m. to 11 a.m. Council members raised safety concerns about the busy intersection and vehicle/ebike traffic and asked for the police chief's input. The council approved the solicitation request contingent on the police chief's review and any recommended restrictions; staff said the chief would review the plan before the event.
For each approved use, council required organizers to follow city rules and to coordinate with staff on exact placement, insurance and paperwork where applicable.
