Staff said principals received preliminary Title I allotments in July and several principals had already requested tutors to begin in early October. Staff acknowledged the 14-day guidance was not a rigid legal deadline but a recommendation intended to reduce retroactive pay and ensure background checks and payroll access were in place.
Board members expressed concern that a two-week administrative window might delay services for students who need tutoring immediately; staff responded that governors could request tutors earlier but must submit the formal request to ensure timely pay and clearances. Staff said they would provide the board with a list of schools that have already submitted tutoring dates and tutor counts.
