District staff outline bond planning, OPN design process and proposed land exchange with Dallas Center

Staff described a demolition proposal for the older concession/restroom and bleacher removal at the DeCarlo/Burnett complex near Dallas Center. The district said upkeep and recurring winterization repairs made continued maintenance impractical; the board was told the district sold the old bleachers for $32,000 on a public auction platform and that demolition is expected to reduce ongoing costs. The board approved the demolition scope of work by voice vote.
Separately, staff presented a proposed land exchange with the City of Dallas Center to clean up irregular parcel boundaries at the Burnett complex. Under the plan discussed, the district would clarify ownership of the varsity baseball complex while the city would assume ownership of certain youth-field parcels and parking that the city already helps manage on weekends; both entities would retain shared use through a formal intergovernmental agreement. The board voted to set a public hearing on the proposed exchange. Staff said any final swap would be memorialized in a 28E intergovernmental agreement describing continued shared use.
Board members asked about contingency if the bond fails. Staff said design costs are being incorporated into the bonding package and that the district and firm have considered how that work would be handled in the event the bond did not pass, characterizing the arrangement as built into the bonding and planning structure.
The motions to approve the DeCarlo demolition and to set a public hearing on the land exchange passed by voice votes; details and next steps will be scheduled publicly.
