The St. Charles Parish Council on Monday approved multiple contracts, amendments, resolutions and appointments. Most items passed unanimously with little or no public comment. Key actions recorded in the meeting transcript are summarized below.
• File 2025-0282 — Preliminary approval to apply for not-to-exceed $4,000,000 limited-tax bonds for ARC of Saint Charles rehabilitation and construction; motion approved unanimously. (See separate article.)
• File 2025-0259 — Professional services agreement with Wagoneer Engineering Inc. for Eastbank A & B plant demolition and related design work (project WWKS116) in lump-sum amount $213,023; public hearing held, motion passed unanimously.
• File 2025-0262 — Change Order No. 1, Lakewood Drive reconstruction (state/federal project H014051) decreasing contract by $622,252.34 to a revised contract of $5,357,339.29; council closed the public hearing and approved unanimously.
• File 2025-0267 — Ordinance revoking and abandoning a 1998 drainage right-of-way along Highway 90 and accepting a replacement portion adjacent to Evelyn Drive to improve drainage; approved unanimously.

• File 2025-0270 — Amendment No. 2 to Duplantis Design Group agreement for Zalman's boat launch construction administration and inspection, increasing the contract by $394,440.19 to a total of $1,004,007.96; approved unanimously.
• File 2025-0271 — GIS Engineering LLC agreement for Turtle Pond pump station and upstream drainage improvements, not-to-exceed $609,085.50; approved unanimously (separate article covers details).
• File 2025-0290 — Cooperative endeavor agreement to accept $3,000,000 state capital outlay for Westbank Water Treatment Plant engineering and commit 25% local match; approved unanimously (see separate article).
• File 2025-0292 — Scope and budget revisions to complete Turtle Pond watershed flood improvements using LWI funding; approved unanimously.
• Proclamations and recognitions — Council issued multiple proclamations recognizing community events and observances including Alligator Festival queens, Norco centennial, National Breast Cancer Awareness Month, Domestic Violence Awareness Month, United Way Month, National 4-H Week and Fire Prevention Week.
• Appointments — The council confirmed multiple appointments unanimously: Dr. Mark A. Culp to Coastal Zone Advisory Committee (member 1), Samuel F.
