County council approves several transfers, a PSAP salary swap and permission to fill vacant positions

The Morgan County Council unanimously approved a slate of routine transfers, an internal funding swap at the 9-1-1 center and permission to fill several vacant county positions.
Data administration requested a transfer of $59,481 from an unfilled employee line to contractual services to cover an existing contract with Goodell Lehi; the council approved the transfer. Morgan County Parks requested transfers totaling $60,000 (approximately $35,000 for heat and air at the Wilbur Community Building and $25,000 for Delaney House electric work and wiring); presenters said bids are in and expected to come in under those amounts and the council approved the transfer.
The county’s 9-1-1 center asked to move funds from an AT&T capital lease line to cover a salary shortfall caused by contractual changes; staff said the center initially delayed an additional appropriation and now asks to reassign lease funds to payroll. The council approved the transfer and the swap carries a 4-0 vote.
County staff also requested permission to post and fill three positions: two part-time maintenance/equipment operator positions in Morgan County Parks replacing resignations, one full-time Purdue Extension administrative/financial specialist to replace a retiring employee, and authorization to post the county administrator position after the incumbent submitted a resignation. The council granted permission to fill those positions 4-0.
Other routine motions — including approval of minutes, treasurer and clerk reports, and procedural recesses to open public budget hearings — were also approved during the meeting.
