Council approves five-year contract to recalibrate city water meter test bench

The Coeur d'Alene City Council voted to approve a contract with Mars Company for equipment, software and services to recalibrate the water meter test bench through 2029.
Kyle, the city’s Water Director, told the council the meter test bench is central to the utility’s meter change-out program: field meters are removed, refurbished and tested on calibrated stainless-steel tanks and scales that must be rechecked annually. Kyle said the calibration and certification work ensures compliance with American Water Works Association (AWWA) standards and prevents revenue loss from factory meters that arrive out of specification.
Kyle described the bench workflow: meters are disassembled, cleaned, sandblasted, rebuilt and tested on bench tanks; larger commercial meters are tested on a separate, larger bench. He said Mars Company performs annual recalibration, provides test software and helps certify tests to AWWA standards.
Council members asked about vendor stability and contract protections. Kyle said Mars has a long industry history and the contract includes an escape clause so the city is not locked into a five-year term if the vendor’s circumstances change.
The council approved Resolution 25-050 by roll call (Gookin: yes; Wood: yes; Evans: yes; Miller: yes).
