Council approves two-year contract with Sparks firefighters Local 731; city staff says modest budget impact

Sparks City Council unanimously approved a two-year collective bargaining agreement Monday with the International Association of Firefighters (IAFF) Local 731 covering July 1, 2025, through June 30, 2027.

Human Resources Analyst Ariana Wechappa summarized the negotiated terms, which the union membership ratified on Sept. 9. Key changes effective July 1, 2025, include a revised overtime rule for special events (paid at twice the employee’s calculated FLSA rate) and a rise in the longevity pay cap from $8,000 to $9,000 annually. The contract also increased retiree health contributions for employees retiring with 20 or more years’ service: the city will pay 70% of the health-insurance premium for the retiree and spouse, up from a 60% contribution under the prior contract (retroactive for future retirees; retirees who retired before ratification remain at the prior level).

Employees may elect to cash out up to 80 hours of accrued time annually in 40-hour increments. In the second contract year, effective July 1, 2026, special pay for fire apparatus operators and fire captain paramedics increases from 3% to 5%.

Human Resources estimated the fiscal impact to the city at about $47,295 in FY2026 (primarily general fund) and about $57,549 in FY2027. The council approved the agreement by motion; no public comment was received on the contract at the meeting.
