The Elkhart County Board of Commissioners on Sept. 22 approved a series of routine and administrative items. All recorded votes at the meeting carried unanimously unless noted below.
Votes at a glance
- Approval of minutes from Sept. 15 and allowance of payroll and regular claims: approved unanimously.
- Noise-ordinance variance (River Oaks Community Church, County Road 115, Goshen): Approved. County administrator Jeff Taylor said the church plans a harvest hog roast with approximately 1,000 attendees on Oct. 11 from 4 p.m. to 7 p.m., including a PA system, inflatables and hay rides; staff said the PA system will not be pointed at surrounding neighbors. The motion carried unanimously.
- Resolution to conduct commissioner sale of tax-sale certificates (67 properties): Approved (see separate article). County attorney Steve Olson described the action as standard protocol to address properties severely delinquent on property taxes.
- Resolution issuing and approving the Planning Commission's written order for the Middlebury East TIF District: Approved (see separate article).
- Work order No. 6 with Aben Marsh Consultants Inc.: Approved. The work order provides on-call GIS support with a not-to-exceed amount of $30,000 through Dec. 31, 2026; services to be provided at request of the director of Planning & Development and subject to the master products and services agreement (master agreement dated May 6, 2024).
- Amendment to JWF Specialty Company administrative services agreement (dates): Approved to extend terms through Sept. 21, 2025, as an interim step. Commissioners approved the amendment unanimously.
- New JWF Specialty Company administrative services agreement (doing business as ONB Benefits Administration LLC): Approved. Staff said the new agreement updates the rate structure to the current government services rates and clarifies previously ambiguous provisions; commissioners approved the agreement unanimously.
- Request to apply for a $30,000 American Academy of Pediatric Dentists infrastructure and clinic development grant (Health Department): Approved (see separate article).
- Brookview Farms Phase 1: Rezoning from GPU DB3 to DPUDB3 and primary approval of a one-lot minor subdivision to allow expansion of an existing dentist office: Approved (planning staff recommended approval and plan commission voted unanimously). Staff noted NIPSCO has separate work adjacent to the site and a traffic signal is planned for 2027.
- Doroshenko lot subdivision (rezoning A-1 to DPUD A-1, primary approval for major subdivision with eight lots): Approved (discussion recorded; see separate article).
- Weights and Measures report (Aug. 15–Sept. 15): Accepted.
Other business
- Treasurer Cindy Travell introduced new deputy treasurer Josh McMillan; the commissioners welcomed him.
