Council approves $24,987 window replacement contract for municipal center

Lenoir City Council voted to approve replacement of aging windows at a city facility, awarding the low quote of $24,987 to Holston Glass.

Council members said the work addresses fogged and failing windows installed by a now-defunct contractor. “It’s the company that put those in has gone bankrupt,” a council member said during discussion, noting the replacements respond to units that have clouded and failed.

The motion was presented after the council’s personnel/finance committee recommended using surplus funds to cover the cost. Amy (city staff) confirmed the vendor and the quote: “It’s 24,987, and it’s from Holston Glass. They were the low quote on that.” Council members pressed staff to confirm whether the work would include replacement of existing gaskets, with one member saying, “if there is another gasket aside from what they are putting... we need to make sure that’s replaced as well so we don’t have it together.” Staff said they would confirm that detail with the vendor.

Council members also noted the city previously avoided a larger expense by finding replacement clips and parts to preserve many original windows; one member said that saved the city “around $650,000.” The approved contract covers glass replacement only as bid; warranty or long-term maintenance beyond the contract was not specified in the discussion.

The council approved the motion by voice/roll call. Implementation details, including whether gaskets are included and warranty terms, were left to staff follow-up.

The city will work with Holston Glass to finalize the scope before scheduling installation.
