Vigo County Council adopts local income tax allocation, approves several appropriations and tables CASA position

The Vigo County Council on Sept. 9 adopted Resolution 2025-2, a readoption of local income tax (LIT) allocation rates, and approved multiple appropriation requests and resolutions related to fire districts and the airport. Councilors also approved a $150,000 award for a community nonprofit’s opioid-related program and tabled a request from CASA for a staff advocate position.
Resolution 2025-2: The council read and adopted Resolution 2025-2, which restates the county’s local income tax allocation for categories including certified shares, public safety and correctional/rehabilitation facilities. The resolution’s text listed the existing and proposed rates as unchanged (for example: certified shares 0.75; public safety 0.30; correctional/rehabilitation facilities 0.20; special purpose tax relief 0.25). Following discussion of statutory deadlines, Councilman Randy Gentry moved to accept the LIT rates; Councilwoman Brenda Wilson seconded. The roll call vote was 7–0 in favor.
Sugar Creek Fire Protection District debt service request: Council approved a debt service fund request for Sugar Creek Fire Protection District (Resolution 2025-3). Motion to approve was made and the roll call vote was recorded as 7–0.
Additional appropriations and other items: The council approved an additional appropriation for the Terre Haute Regional Airport (rainy day fund request) by a 7–0 vote. A resolution reallocating funds for a group homes transfer was discussed and later withdrawn; no council action was required on that item.
CASA staff advocate position: The council considered an additional appropriation to create a CASA staff advocate position. CASA’s director reported caseloads rising from 918 to 939 and said grant funding supporting the position runs through Sept. 30, 2026. Council members and legal staff discussed supplanting rules for federal grants and the timing relative to the county budget process. The council voted to table the request; the motion to table was made by Councilman Brad Anderson and seconded by Councilwoman Brenda Wilson.
KC substance misuse prevention initiative grant: After an extended public discussion that included competing views about funding nonprofits versus government programs, the council approved an opioid-related grant application/match for Chances and Services for Youth (the “KC” substance misuse prevention initiative) in the amount of $150,000. The motion to approve was made by Councilwoman Brenda Wilson and seconded by Councilwoman Vicky Wager. The roll call vote was 5–2 (Randy Gentry and Steve Ellis voted no).
Why it matters: The LIT readoption locks in the county’s allocation structure ahead of state deadlines and funds multiple public-safety and correctional needs. The opioid and nonprofit funding decisions direct local settlement and restricted funds toward prevention and youth services at a time when councilors expressed concern about jail overcrowding and program metrics.
