Fullerton Pike paving nearly complete; county discusses residential TIF sewer planning

Road projects: Lisa (county staff) reported the Fullerton Pike Phase 3 paving is expected to finish soon and that striping layout, pedestrian railing and new traffic‑signal loops are being installed. She said some City of Bloomington Utilities (CBU) work will require an overnight water outage affecting 14 property owners and that staff are sending pre-notifications. Lisa said there may be change orders processed through the normal NDOT (Indiana Department of Transportation) procedures, and that final close-out audits could take months.
A ribbon cutting for Fullerton Pike Phase 3 was discussed and staff indicated the likely time will be Friday morning the 26th at 9 a.m.; media and school contacts will be notified.
Residential TIF and sewer planning: Jeff (county staff) told commissioners the county remains in early discussions about a West Side residential TIF and possible sewer extensions. He said the county has met with groups focused on sewer extensions and plans to consult planning staff next. Jeff described ongoing coordination with Utility Service Board members and said a joint approach with USB is likely to be more efficient given the high costs of sewer projects.
Commissioners noted the financial challenge of residential TIFs, which typically take time to generate significant revenue and often require a commercial anchor or large multifamily component to provide early funding. Commissioner remarks encouraged caution and collaborative planning across agencies.
