Monroe County commissioners approve multiple contracts, set $6 million bond authorization

Monroe County commissioners on Sept. 11 approved multiple procurement contracts for county facilities, created a charitable fund to support public health programs and passed a resolution authorizing the issuance of general obligation bonds of up to $6 million.

The board, meeting in the Nat U Hill Room and voting 2-0 with Commissioner Jones absent, approved a bond resolution that sets a $6 million ceiling for borrowing to pay for a set of capital projects and issuance costs. County staff said the projects under consideration include improvements at the Monroe County Airport, remodeling the Showers Building for voter registration and early voting, work at the youth services bureau and courthouse grounds, upgrades at the nature preserve, additional emergency-management sirens, and equipment and furnishings for the aviation and sheriff’s departments. County staff said the proposed bond would run six years, which they said reflects a change in Indiana law requiring terms longer than five years for this type of debt and allows the county to spread costs over a longer period rather than issuing separate $3.1 million bonds annually. Final project selection and the exact bond amount and terms are subject to the Monroe County Council’s review and approval.

The board also approved a slate of vendor contracts and capital projects, including:

- A roof replacement contract for the Monroe County Health Building. Staff reported five bids were received and recommended awarding to Steve’s Roofing and Sheet Metal. The clerk recorded a motion amount of $2,201,800; county staff presented the apparent lowest responsive bid as $2,018,800 (base bid plus alternate 2). The board approved the award. (Fund: 2024 G.O. bond, fund no. 4819.)

- Mechanical and HVAC work at the Justice Center with Harold (HFI) for multiple items: a controls update (phase 3 hardware) for $47,795, a chiller communication card replacement for $7,964, cooling-tower actuator replacements for $19,745 and software engineering for $29,845. Staff said the work is for the Fifth Floor mechanical area and chiller staging. The board approved all four HFI items. (Fund: 2019/2023 G.O. bond funds, fund nos. 4812 and 4817 as noted by staff.)

- Road maintenance and construction-related contracts: RLH Seal Coating Inc. for crack sealing on county roads in the motor-vehicle-highway restricted fund for $100,285.20 (fund no. 1173), and a Bluestone Tree agreement for tree removal related to the Rockport Road Bridge No. 308 project for $65,665 (fund no. 1135). Both awards were approved.

- Establishment of a named fund with the Community Foundation of Bloomington to provide additional support to the Monroe County Health Department. County staff said the fund agreement’s intended uses are outlined in the agreement exhibit; the board approved establishing the fund.

The board also approved routine business: minutes for the Sept. 4 meeting and an accounts-payable claims docket for Sept. 11 totaling $8,995,688.60. All motions recorded in open session carried by a 2-0 vote; Commissioners Thomas and Madera voted yes and Commissioner Jones was absent.

Why it matters: The bond authorization gives county leaders a borrowing ceiling to finance several deferred facility and public-safety projects and allows staff and the council to prioritize work across buildings and departments. The awarded contracts move a number of capital maintenance and HVAC upgrades into the procurement/installation stage, including the long-awaited roof replacement at the health building and equipment upgrades at the Justice Center.

Actions and next steps: County staff said they will present final project priorities and the proposed bond financing schedule to the Monroe County Council in the coming weeks. Installation or construction for awarded contracts was described by staff as scheduled for the 2025–26 construction seasons or as noted per contract schedules.
