County Council trims Sofia Travis grant and BEDC line amid $8.15M shortfall; seeks larger cost cuts

Monroe County Council members reopened parts of their draft 2026 budget on Sept. 11 and voted to reduce the proposed Sofia Travis service-grant appropriation and the line supporting the Bloomington Economic Development Corporation (BEDC), while discussing broader measures to address a roughly $8.15 million projected shortfall.
Councilor Trent Decker proposed and the council approved reducing the Sofia Travis grant line from a higher proposed amount to $190,000 and decreasing the BEDC funding line from $35,000 to $15,000. The votes were split on the Sofia Travis reduction (4–2) and the BEDC reduction (4–2) when taken separately on roll call. Councilors discussed that proceeds from a tax abatement tied to a local project might generate a pass-through to BEDC in later years, which influenced the BEDC funding decision.
Beyond the two line-item votes, councilors and staff reviewed several categories that collectively represent potential savings across the county budget: capital spending ($4.31 million in capital requests across funds), training and travel (combined budgeted amount $511,751 across funds), postage ($193,756 across funds) and overtime ($488,741 budgeted across funds and funds). Several councilors urged prioritizing large, cross-departmental savings (capital re-financing or moving capital into GEO bonds, vacancy freezes, and insurance/cost-sharing changes) rather than piecemeal cuts.
Council President Liz Bridal asked councilors to continue liaison-level discussions with departments and to return for an additional work session on Sept. 16; staff reminded council that adjustments above advertised amounts must be entered into the county’s Gateway system by the next administrative deadline if they are to be included in the advertised budget.
