DeKalb County Commissioners on Sept. 2 heard from highway staff that a developer has offered to pay the county about $157,000 to upgrade County Road 17 to county specifications.
Highway staff said the figure is an estimate to convert the existing gravel road to a treated base and chip-and-seal surface suitable for inclusion in the county system. Commissioners said they were generally supportive but insisted the county receive funds up front or segmented payments tied to stages of work (for example, base material first, surface treatment later) so the county is not left carrying cost risk.
The board asked county attorney Andrew Cruz to draft a formal agreement spelling out scope, cost, payment schedule and post-construction maintenance responsibilities. Commissioners also asked staff to craft a policy to govern future private-funded conversions so prospective contributors understand the county's process and standards.
Highway staff said some material choices (millings versus stone) could affect timing and quality; millings may not be suitable or available in time for this construction season. Commissioners agreed the project could move forward if the developer signs an agreement and deposits funds per terms negotiated in the contract.
Staff will draft the agreement and return it to the board for review and approval.
