Residents ask Rio Dell to fix chronic drainage on View Avenue after water-main work

RIO DELL, Calif. — Homeowners on View Avenue asked the Rio Dell City Council on Sept. 16 to inspect persistent stormwater flooding that they say funnels from the street onto their properties and to add the problem to a future agenda for repair options.
"Our home was built in the 1950s and was the first house on the block," resident Laura Berry told the council. "Decades later, when the city added a sidewalk and curb in the 1980s, it ended just before our property. Unfortunately, this has created a situation where all the stormwater from the street is funneled into our yard.... Despite our efforts building a makeshift drain and diverting thousands of gallons of water and lining our house with sandbags every year, we still see several inches of standing water during even light storms."
Berry asked the council to visit the property and review video footage she says documents the flooding. She proposed two practical options: install a collection box connected to the existing storm drain at the corner of View and Kelly, or build "a small asphalt curve or berm to direct the flow of water towards that drain." Berry noted the city's ongoing water-line replacement work on the street presents an opportunity to address the problem.
Neighbor Patrick Knight described similar concerns about road condition and construction impacts: "The road has been neglected and in need of major repairs for many years. There is a major drainage issue and most of the road slopes and drains onto 590 View," he said, and added that dirt and gravel from the water-main project are likely to increase runoff into yards during the rainy season. Knight asked the council to drive by View Avenue and to consider placing the item on a future meeting agenda.
Council and staff did not make a formal decision at the meeting; staff acknowledged the requests and the mayor asked that the requests for future agenda items be noted for follow-up. Residents emphasized safety, property damage and neighborhood property-value impacts if a permanent solution is not implemented.
Why it matters: The speakers said the flooding affects multiple properties, washes out fencing and poses a recurring maintenance and safety burden for homeowners. They urged the council to inspect the site while contractors are already working on water lines and to consider making a permanent fix instead of the seasonal sandbagging homeowners now perform.
For follow-up: Staff was asked to record the requests for future agenda consideration and to coordinate a site visit with the residents.
