Rio Dell council approves four speed-display signs and adopts ADU changes to align with state law

RIO DELL, Calif. — The Rio Dell City Council on Sept. 16 approved a budget adjustment to buy four movable speed-display signs and adopted an ordinance updating the city's accessory dwelling unit (ADU) regulations to conform with recent state law changes.
The council voted 4-0 to authorize a $20,393.26 purchase from All Traffic Solutions Inc. for four Shield 12 speed-display signs intended to be deployed at recurring speeding hot spots, staff said. The council then unanimously adopted Ordinance No. 418-2025 to revise the city's ADU rules to incorporate provisions of SB 1211.
The speed-sign purchase was presented by a streets department representative, who said a sign already deployed on Wildwood showed the device reduced vehicle speeds by more than half during the monitoring period. "Between September, we demonstrated the sign success will successfully reduces vehicle speeds by more than 50% during all hours of tracks," the staff member told the council. Staff recommended placing the four movable units at the south entrance by the bridge, on Davis Street near Fireland and at two points on Bellevue, and noted the units can be moved as enforcement priorities change.
Resolution No. 1649-2025 authorized the budget adjustment and purchase; the council's motion and second were recorded but individual mover/second names were not specified in the minutes. The vote tally was recorded as 4-0 in favor.
On the ADU ordinance, city planning staff said SB 1211 includes several statewide, mandatory changes that conflict with or are not addressed by the existing Rio Dell Municipal Code. Staff told the council SB 1211 affects allowable unit counts on multifamily lots, prohibits local governments from requiring replacement parking when garages are converted to ADUs, provides a state definition of livable space, and reinforces ministerial review that limits local discretionary review of qualifying ADU permit applications. The staff report noted the Planning Commission met on Aug. 26, 2025, and recommended adoption of Ordinance 418-2025.
