Hooper council reviews proposed fee-schedule changes for parks, zoning enforcement and sewer connections

Council members discussed multiple proposed fee-schedule changes, including park rental pricing, zoning code enforcement fines, rules for accessory dwelling units (ADUs) and a proposed vacuum sewer connection escrow/estimate.

On parks, council members debated whether Sundays should be reserved for Hooper residents and whether tournaments should be allowed. Council discussion indicated a preference to allow family rentals on Sundays while excluding team tournaments to avoid congestion and noise; staff and council referenced proposed resident rates of $500–$750 for a full-park rental and higher nonresident fees. The council also discussed zoning code enforcement fines. The draft fee schedule would change some fines to a per-day structure; a second notice level of $125 with daily accrual thereafter was mentioned during the discussion. Council members said escalating daily fines would add “teeth” to enforcement but also considered phased or per-occurrence approaches to avoid punitive first penalties.

Council members addressed ADU compliance and enforcement. Staff reported the current draft allows misdemeanor enforcement but council members favored building in administrative fines and giving residents a transition period. One council member recommended a one-year “honeymoon” period to allow owners to file required paperwork before fines are imposed; council asked staff to return with clearer timelines and proposed fine amounts.

On sewer connections, council members discussed a proposed $10,000 vacuum sewer connection estimate that would be collected up front with receipts retained and refunds issued if actual costs were less; staff said if costs exceed the estimate the property owner would pay the difference.
