Roseville council adopts CAPER for 2024–25 Community Development Block Grant program

The Roseville City Council adopted a resolution on Sept. 9 approving the consolidated annual performance and evaluation report (CAPER) for the city’s 2024–25 Community Development Block Grant (CDBG) program.
City staff presented the CAPER and opened a public hearing as required for the 30-day comment period. Jim Gremecchio (city staff) explained the CAPER is “the report of all of the previous year's activity under the CDBG program.” No members of the public provided comments during the hearing, and the council closed the public hearing before taking the resolution vote.
Councilman Knox moved to adopt the resolution; Councilman Shoemaker supported the motion. The council approved the CAPER by voice vote and the document will remain available online and in the clerk’s office for public viewing through Sept. 26, per staff remarks.
City staff said the document will be submitted to HUD following the close of the public comment period and any final adjustments. The CAPER summarizes prior-year CDBG expenditures and outcomes and is part of the federal reporting requirements for the city’s CDBG funds.
