Council discusses raising apartment, rental-registration and occupancy fees; decision deferred to budget process

Staff and councilmembers discussed proposed changes to several development and rental-related fees during the Sept. 17 meeting. The discussion covered the apartment permit (currently $7), rental registration (currently $250) and change-of-occupancy fees (currently $100).
Councilmember (unnamed) said the apartment permit historically was intended to rise over time and proposed raising the fee to $12; the staff proposal presented to the council moved the fee to $10 as a smaller adjustment. Councilmembers discussed raising the rental-registration fee from $250 to $300 and increasing the change-of-occupancy fee to $150. Staff noted the city has many apartment complexes and that fee adjustments should be considered against neighboring jurisdictions and the cost of providing inspection services.
Council did not adopt fee changes at the meeting; members agreed to consider the proposed fee schedule as part of the formal budget discussions and to return to the topic during budget deliberations.
