Public commenters, including former Cobra volunteers, spoke in favor of the request and offered to help with insurance or logistics. Staff said the organization could provide a certificate of insurance naming the city if required.
Councilmember (unnamed) moved to approve Baptiste’s request as presented; the motion was seconded and passed by voice vote. The council did not specify particular conditions in the motion; staff indicated they would coordinate details such as insurance, scheduling around civic-center events and use of existing parking-lot lighting.
