The Doral City Council on Sept. 10 approved a site plan and a second-reading rezoning request from BP Doral 826 FL LLC to redevelop property along Northwest 40th Street into Class A warehouse and office buildings.
Planning staff told the council the rezoning concerns a 1.83-acre western parcel and the overall site plan covers about 15.7 acres. The applicant’s proposal calls for two buildings totaling 284,713 square feet, 249 regular parking spaces, 89 loading spaces and 10 ADA parking spaces.
“This request to rezone the west parcel from industrial commercial to industrial is consistent with your industrial future land use map category and your comprehensive plan,” Planning and Zoning Director Michelle Lopez said during the hearing. Lopez told the council the project meets site plan standards, does not require variances and is compatible with adjacent industrial uses and the Palmetto Expressway to the east.
A public commenter, Adriana Rubio Dinatale, opposed changing commercial zoning to industrial for the neighborhood, citing congestion, flooding and nearby schools. In response to traffic concerns, the record included a traffic analysis; planning staff said the rezoning would not necessarily generate additional trips because the site previously carried office entitlements. The hearing record noted a net reduction in new vehicle trips of roughly 50 vehicles in peak periods, according to the project traffic analysis (not attributed to a named speaker in the public record).
Applicant representative Tracy Slavens said the redevelopment is aimed at attracting logistics and distribution users and described two construction phases that allow an existing physician’s office to remain during phase 1 until its lease expires. She said the design includes fenestration and articulation to avoid blank warehouse walls facing the road.
Councilwoman Nicole Reynoso moved to approve the site plan; Councilwoman Cabral seconded. The clerk called the roll: Reynoso — Yes; Cabral — Yes; Councilwoman Pinedo — Yes; Vice Mayor Morin Porras — Yes; Mayor Mary Christie Fraga — Yes. The motion passed.
The council then voted separately on the rezoning ordinance (second reading) to change the 1.83-acre portion from industrial commercial to industrial to make the zoning consistent across the property. The motion to approve on second reading carried on the same roll-call vote.
The council’s approval includes the site plan and the rezoning as presented; staff and the applicant did not seek variances. City staff noted the project will upgrade landscaping, add bike racks, and incorporate heat-reflective materials required by the land development code.
The council did not attach additional conditions beyond those noted on the record. Implementation steps include final permitting and utility coordination prior to construction.
