The Midland Independent Board of Trustees took multiple formal actions at its Sept. 16 regular meeting. The board voted on a consent agenda, adopted a tax rate for 2025–26, approved budget amendment No. 2, adopted a superintendent evaluation timeline and authorized annual DEI compliance certification to the Texas Education Agency. Votes were taken by motion and voice or hand vote; the meeting record did not include roll‑call tallies.
Votes and actions recorded in the meeting record:
- Consent agenda approved (agenda item 6, consent items A–D). The items approved included minutes, monthly financials, an updated appraisal list and several revised or new local policies (policy codes listed in the agenda). The board moved and seconded the motion and the consent agenda passed unanimously.
- Superintendent evaluation timeline and criteria approved (agenda item 9B). The board approved a revised appraisal timeline and a new evaluation template aligned to board student outcome goals and state guidance; the approval will transition superintendent appraisals to the September cycle after a transitional January 2026 appraisal.
- Tax rate adopted for tax year 2025 (agenda item 9C). The administration recommended a combined tax rate of $0.8415 per $100 of valuation (maintenance & operations $0.6314; interest & sinking $0.2101). The board approved the motion as presented. The administration noted that, despite the wording required by the truth‑in‑taxation form that the adopted rate represents a 2.04% increase in no‑new‑revenue calculation, the total adopted rate is lower in cents than the prior year because of tax‑base value growth and state compression rules; additional explanatory materials were provided in the meeting packet.
- Budget amendment No. 2 approved (agenda item 9D). The amendment reclassifies already budgeted funds, records a $4,000 donation and authorizes transfers in the Child Nutrition Services fund to match TEA‑approved spending plans. The administration recommended approval and the board approved the amendment.
- Resolution certifying compliance with Texas Education Code provisions regarding diversity, equity and inclusion (DEI) practices approved (agenda item 9E). The resolution certifies that district policies and practices comply with statutory prohibitions on certain DEI practices and authorizes the superintendent to submit the required certification to the Texas Education Agency by Sept. 30, 2025.
Procedure notes: Motions were made and seconded on the floor for each action and votes were taken by raised hands or voice vote. Specific mover/second attributions were not always recorded in the public transcript for every motion. The board did not go into closed session and subsequently adjourned.
