Planning Commission approves Kershaw land-use addendum with Carolina Thread Trail amendment; annexation clears 6-0

Lancaster County planning staff presented a Kershaw Land Use addendum on Sept. 16 that proposes updated future land-use and zoning maps for the town of Kershaw. Staff recommended a single amendment: to include language dedicating right-of-way for the Carolina Thread Trail as the addendum moves forward.
Commissioners moved to approve the Kershaw addendum with that amendment; the motion passed. Staff said the addendum aligns with county and state requirements and addresses vacant and underutilized parcels.
Separately, the commission considered an annexation request for 275 West Second Street, a property owned by Danny Lee Terry. Planning staff recommended approval to match the property's zoning to the adjacent town designation, and the commission approved the annexation 6-0.
Staff said both items will be forwarded to the town and county council as appropriate. The Kershaw addendum will be amended in the document to note the Carolina Thread Trail right-of-way and included in subsequent planning documents.
