The Lancaster County Planning Commission on Sept. 16 approved the preliminary subdivision plat for Shadow Moss, a proposed 98‑lot single‑family subdivision on roughly 52 acres off Hilldale Drive.
Planning staff said the plan includes about 16.5 acres of open space, roughly 3.5 acres of park space, and met outstanding technical review committee comments. Staff reported that the traffic impact analysis was submitted and accepted by county review.
Several nearby residents spoke in opposition, citing density, safety and emergency-response concerns. "We object to the rezoning of this property... There's too many houses," said Jerry Witherspoon, a long-time Hilldale Drive resident. Resident Sandra Sikorski described a personal medical emergency and said she worried about response times: "What about the people who do not have that extra 5, 10, 15 minutes?"
The applicant and planning staff explained the access configuration. The plan proposes one full-movement entrance and a secondary emergency access. Planning staff and public-safety representatives noted that the county's Unified Development Ordinance (UDO) permits a single entrance for subdivisions under 99 lots, but the state fire code (updated in 2021) requires two entrances for developments above 50 lots unless a technical separation or alternative emergency-access solution is used.
Allison Harden, development services director, explained the interaction of codes: "The fire code change in 2021... is that the no subdivision with more than 50 lots can have less than 1 or that if you have more than 50 lots, you have to have 2 entrances. The caveat to that is that if there is a separation issue... then they have to build a larger entrance point and provide a secondary emergency access that won't act as a regular access." She said other mitigation measures such as multiple hydrants near the entrance also are part of TRC conditions.
Commissioners voted to approve the preliminary plat. Staff and the applicant will complete corps permits for creek crossings, finalize hydrant placement and submit final engineering documents required for construction.
