Springdale neighbors tell council they will appeal zoning officer's approval for rental conversion

Mike Johnson, speaking for the Springdale Neighborhood Association, told the York City Council on Sept. 16 that neighbors plan to appeal a zoning officer decision that would allow conversion of a large house at 101 East Springettsbury into rental units.
Johnson said the property sits within an RS‑1 single‑family district that contains about 175 homes, and neighbors believe the zoning ordinance language is “very, very clear” in prohibiting the requested change. He said the owner previously proposed up to eight rooming units but the current request appears reduced to two or three units. Johnson said he understands the zoning officer indicated the request would be approved and that the neighborhood association will appeal the officer’s decision to the zoning hearing board.
Johnson said the association is not asking the council to take direct action at the Sept. 16 meeting but asked council members to review the matter informally and speak with zoning staff as needed. “We really hope that this doesn’t set this precedent,” he said.
Johnson delivered these remarks during the public-comment period. He said he would bring the neighborhood’s case to the zoning hearing board; the council did not take formal action on the item at the meeting.
