Lancaster County planning commissioner says July minutes lacked context; minutes amended

Commissioner Judiana Tinklenberg told the Lancaster County Planning Commission on Sept. 16 that the minutes for the July meeting omitted important context and should be amended. "To be unclear is to be unkind," she said, adding that staff removed an election from the July agenda without proper notice and that the county attorney later concluded the election should have been held.
Tinklenberg said staff responses to her concerns were "condescending" and that she does not seek a public apology but expects future professional conduct. Commissioner Tinklenberg told the commission she will provide a written statement for the record.
The commission debated whether the statement constituted an amendment to the July minutes; commissioners ultimately voted to accept the July 15, 2025 regular meeting minutes "as amended by Commissioner Tinklenberg's comment," and the motion passed 4 to 1.
Commissioners also approved several other sets of minutes (Aug. 7, Aug. 19, Sept. 4) after amendments and clarifications were read into the record. The clerk confirmed the amended items will be attached to the official minutes and that Tinklenberg will provide the written text she referenced.
The exchange placed procedural transparency and recordkeeping at the center of the meeting. Several commissioners voiced support for clearer, fuller minutes going forward; one commissioner said staff should have communicated the removal of the July election from the agenda.
The commission moved on to the night's agenda after the votes and the clerk noted that the amended minutes and accompanying written statement will be retained with the official record.
