Board adopts C‑PACE ordinance and implements administrative policies for commercial energy assessments

Clatsop County commissioners adopted an ordinance to enact a Commercial Property Assessed Clean Energy (C‑PACE) program and simultaneously approved administrative policies and an intergovernmental agreement to implement the program.
County counsel read the ordinance title for second reading after an earlier public hearing and staff described the implementing documents. Community Development Director Gail Henriksen explained the county will enter an intergovernmental agreement with an administrator (ColPAC) that will evaluate applications, collect fees and make recommendations to the county. The county’s role will be limited to executing the assessment contract on approved projects.
Under C‑PACE, property owners may finance energy and resilience improvements and repay the cost via a voluntary assessment on their property. The board adopted the ordinance and a related resolution establishing program policy and procedures and authorized the county manager to sign implementation agreements.
No members of the public registered to speak. The ordinance and implementing resolution were adopted by voice vote and the county will begin accepting C‑PACE applications under the adopted procedures.
