County transfers Columbia Inn shelter to Clatsop County Community Action under reversion clause

Clatsop County commissioners authorized the chair to sign a quitclaim deed transferring the Columbia Inn property to Clatsop County Community Action (CCA), subject to a reversion clause that returns title to the county if the property ceases operating as a shelter.
County staff recounted that the county acquired the Columbia Inn in March 2023 through Project Turnkey and used Oregon Housing and Community Services funds to renovate the property. The county initially entered a two‑year operating agreement with CCA to open the site as a shelter providing 58 beds and 24/7 staffing for families, domestic‑violence survivors, young adults and other priority populations.
Assistant County Manager Monica Steele said the quitclaim deed transfers title at no cost to CCA but protects the county’s Project Turnkey obligations by including a reversion clause: if the property ever stops operating as an eligible shelter or transitional housing under the grant conditions, ownership reverts to the county for compliance and future use.
The board voted to authorize the chair to sign the quitclaim deed releasing the county’s title interest in the tax lot described in the deed. County staff said the transfer aligns ownership with operations while preserving the county’s ability to enforce grant terms through the reversion condition.
