Clatsop County commissioners approved a three‑year nonprofit funding agreement worth $629,550 with Clatsop Behavioral Healthcare to establish youth substance‑use treatment and peer‑mentoring staff funded from opioid settlement proceeds.
Assistant County Manager Monica Steele and county staff presented the proposal, which was developed after county outreach and strategic planning around use of opioid settlement dollars. The contract provides for a certified alcohol and drug counselor and peer mentoring staff in the first year, with the option to expand staffing in subsequent years and include cost‑of‑living adjustments.
“Through ongoing conversations with community partners, we have identified a significant need among our youth population in regard to treatment,” Steele told the board. Staff said the positions will rotate among school districts and that outreach to Astoria High School and other districts had already begun.
Commissioners expressed support for funding youth treatment and peer supports. One commissioner compared the approach to earlier school‑based grant programs that produced measurable results.
The board voted to approve the funding agreement and authorized the county manager to sign the contract and any subsequent amendments. Staff said the program will begin school‑based work in October and report back on implementation.
