Council member recuses from appointment vote; nomination for Public Works board tabled
Summary

Unnamed Mayor said the city had met in executive session “to discuss a personnel matter, under the South Carolina FOIA Act, which is section thirty-four-seventy,” and that “no action or vote was taken during the executive session.”
Before the council voted on Resolution 9-25-02, the mayor disclosed a personal connection to one nominee. “One of the nominees for the position…is Mr. Scott Todd. I count Scott as a friend of mine. He was also a supporter of mine in the last election. And for that reason… I believe it would be best if I recuse myself from any vote taken on that matter,” the Unnamed Mayor said.
After the recusal statement, the council moved to table Resolution 9-25-02. The mayor asked for a voice vote on tabling; members responded “aye,” no members opposed, and the motion to table carried.
The council did not take a final appointment vote during the meeting and left the resolution on the table.
The executive-session discussion and the recusal were presented as reasons for delaying action; the council’s recorded action was a motion to table rather than an appointment or rejection of any nominee.
