County submits dozens of Hazard Mitigation Grant Program applications; $97.94M snapshot reported

Ryan (HMGP staff) told commissioners that Buncombe County and partner agencies submitted a preliminary short-form (LOI) to the state for Hazard Mitigation Grant Program (HMGP) funding and that the state'level intake was intended to provide a snapshot while the Salesforce portal is finalized.
Ryan said the county submitted 337 short-form applications in the initial intake; about 230 applications were acquisitions, 70 were elevations, 23 were land-stabilization projects, nine were mitigation reconstruction, five were slope stabilization projects, and a handful remained interested but uncommitted. He said the short-form snapshot produced a statewide entry totaling about $97,940,000 for Buncombe'area project requests in the initial roll-up.
He described the HMGP process sequence: FEMA approval of projects, then an implementation phase that includes a state-led RFP for demolition/removal, vendor selection by North Carolina Emergency Management (NCEM), project kickoff and informational meetings with affected property owners, property surveys and appraisals (including a pre-storm valuation), and projects that may convert parcels to permanent green space in perpetuity for buyouts/acquisitions.
Ryan noted HMGP also supports infrastructure projects, 5% initiative projects (warning systems, signage, hazard mapping, community education), and 7% planning projects (updates to hazard mitigation plans, risk assessments, geospatial data). He said the regular application window remains open until Oct. 31 and that the short-form submission opened May 30 to accelerate evaluation while state Salesforce intake was not ready.
Ending: County staff said they will continue to refine and submit additional HMGP applications through the October deadline and will work with NCEM on vendor selection and project implementation if FEMA approves projects.
