City presents condensed OBKY budget; salaries and public safety are largest general-fund costs

Angela Wiger, director of finance and support services, presented the city’s OBKY condensed budget for fiscal 2025–26 at the Sept. 16 meeting, summarizing revenues, expenditures, organizational chart and debt obligations.
Wiger said the OBKY budget is a condensed, public-friendly version of the city’s full budget and includes financial outlines for every city fund, strategic goals and the organizational chart. She noted that salaries make up 68.2% of general-fund expenditures and that roughly 73% of that salary amount supports public-safety services. The general fund was listed as responsible for 3.4% of total city debt service (less than 1% of the general fund budget), Wiger said.
Wiger invited residents to consult the full 300-page budget on the city website or pick up a hard copy in City Hall’s front lobby for detailed line-item information.
Commissioners thanked staff for the presentation; no vote was required for the report.
Wiger said staff will answer questions and provide further detail on request.
