Plan Commission approves release of about 2,300 acres of El Paso extraterritorial jurisdiction to Horizon City

The El Paso City Plan Commission approved a resolution to release approximately 2,300 acres of land in El Paso's extraterritorial jurisdiction (south of Eastlake Boulevard and west of Darrington Road) to the town of Horizon City, an action that Horizon City said is intended to initiate its annexation proceedings.
Planning staff described the area and showed a map of municipal boundaries and ETJs. Staff said a reverter clause is included requiring the land be placed in Horizon City's annexation plan within 12 months. Commissioners asked several procedural questions: one commissioner asked whether residents must vote on annexation under state law; Planning staff (Kevin Smith) answered that the release of ETJ is a separate step that transfers subdivision control and that annexation and any related requirements are part of Horizon City's process. Kevin Smith and other staff said multiple private property owners hold parcels in the area; Horizon City representatives confirmed fragmented/private ownership and said parts of the area include sections recently sold by the Texas General Land Office.
R. Rubio, Horizon City's planning director, attended and said the town concurs with staff comments and is available to answer questions. The commission approved the release by voice vote; the transcript records the motion and the chair calling for the ayes and a voice vote in favor.
