Council honors Bernard Gilpin for 13-plus years overseeing city construction contracts

The Los Angeles City Council paid tribute Wednesday to Bernard Gilpin, who is leaving his role in the Bureau of Contract Administration after more than 13 years of service to the city.

Council members lauded Gilpin for overseeing major capital and rehabilitation projects, including work on the Hyperion secondary treatment rehabilitation, conventions center expansion, central library expansion and City Hall rehabilitation. Councilmember Padilla described the presentation as an "important presentation" and noted Gilpin’s role in prevailing wage policy expansion and contract compliance work.

Colleagues praised Gilpin’s responsiveness and institutional knowledge. "His answers are always straightforward," Councilmember Walters said. Multiple council members thanked Gilpin for improving contracting processes, helping with pre-bidder qualification and reducing duplicative paperwork for minority- and women-owned businesses.

Gilpin, who said he began city service in 1986 and later led the bureau, credited his staff and his mother for his work and urged continued support for bureau employees. "The men and women in the Bureau of Contract Administration actually have a very difficult task...they are great people, and they work real hard," Gilpin said.

The Council presented a resolution commending Gilpin for his public service and wished him well in his next position outside the city.
