Council names 13-member Charter Review Committee and adopts bylaws

The City Council voted to appoint a 13‑member Charter Review Committee and adopted committee bylaws to guide a top‑to‑bottom review of the city charter. The CRC will publicly review charter text, solicit community input and make recommendations to the council.
City Attorney Glenn Guggen summarized the application and selection process: staff received 71 applications and made 60 qualified applicants available to council; councilmembers each selected one appointee and six members were chosen by lottery, one from each council district. The council’s selections and the lottery winners were read aloud during a publicly noticed selection event on Sept. 11.
The CRC bylaws approved by the council establish the committee’s mission (to recommend clarifications and updates consistent with legal requirements and best practices), require open Brown Act meetings, call for monthly full‑committee meetings, allow ad hoc subcommittees, and require staff reports and department input. Guggen told council the CRC would not have authority to direct staff and that bylaws can be amended only by council action.
Councilmember Gonzales moved to appoint the slate and adopt bylaws; Councilmember Chahal seconded. The council approved the appointments and bylaws 6–1 with one abstention noted in the roll call.
