Scott and Denise (city staff) discussed how the city has historically required one side of frontage for corner lots and that owners typically pay a fee‑in‑lieu when the city will later construct a continuous block segment.
Nesson said he preferred to pay a fee so the city could construct the sidewalk as part of a larger coordinated project; council members told him that if he obtains final approval, the matter will be scheduled and decided at that time. City staff also reminded Nesson that drainage and the existing ditch on the south side of the lot must be addressed for driveway and pipe work and that piping, not filling, would be required if the ditch is altered.
