Pelham launches bond-steering committee, user groups and neighborhood outreach for school capital projects

District leaders told the Board of Education on Sept. 16 that the Pelham Union Free School District is moving into the next stage of capital-improvement planning and will activate a bond-steering committee, user groups and community outreach as design work ramps up.
Superintendent Dr. Champ said the bond-steering committee meets the morning after the board meeting and will convene monthly; the district expects monthly updates to the board from committee members and quarterly updates from the architect and construction manager once that contract is finalized. She said architects and the construction manager will provide milestone-based quarterly briefings to the board. "We're anticipating since we're meeting monthly, we're hoping to then have board updates each month from the committee members," she said.
District staff outlined a series of internal "user groups" (grade-level teachers, specialists and support staff), a PTA user group and a cross-sector playground group with representatives from recreation and other community users. The first user-group meeting at Siwonoy is scheduled immediately after bond-steering, staff said. The administration said the architects will begin detailed interior flow and preservation planning and expects an initial design draft before the end of the calendar year; the district aims to get plans for Sowenoy to State Education by the end of the school year.
To engage neighbors, the district said it will mail notices and plans to immediate neighbors at key construction milestones and host community info sessions and an initial "neighborhood coffee" on Oct. 8 at 8:30 a.m. on the playground to gather feedback about traffic flow and site use. Dr. Champ said district and architect representatives will attend user groups and community sessions to document concerns about preservation, traffic and program flow.
The board was told that design work for some buildings will begin this year with the goal of starting construction next summer on projects that do not require the same timeline as Sowenoy, which is expected to be in design most of the year. The district also said it is finalizing the construction management contract to bring on board the construction manager who will coordinate quarterly updates.
Staff emphasized outreach measures, including community-wide emails and hard mailings to neighbors, to ensure stakeholders not on the district's email lists receive timely updates. Specific project budgets, timelines and construction scopes were not finalized at the Sept. 16 meeting and will be reviewed during bond-steering and subsequent board meetings.
