Franklin County approves FY2025 adult and juvenile community supervision outcome reports; adult success rate 74.1%

The Franklin County Commission on Sept. 17 approved fiscal year 2025 year-end outcome reports for adult and juvenile community supervision, receiving a summary of program goals, performance measures and planned changes for the coming year.

Dustin (last name not specified), who presented both reports, said the adult services program met or exceeded its goals for staff training, cognitive-behavioral programming and use of positive incentives. He told commissioners the adult program issued 3,716 incentives and 720 sanctions during the year, a ratio of 5.16 incentives for every sanction (the year's goal was 4:1). "We not only met that, but we exceeded it," Dustin said.

Dustin gave case-level counts: 144 unique adult clients terminated from supervision in FY2025 across 174 cases; 129 of those cases were classified as successful, yielding a 74.1% success rate. He said the department's goal is 75% and that the number and rate were similar to the previous year.

The presenter also explained how the office is changing its staff training to a more formal monthly structure with pre-meeting homework and supervisor follow-up, and plans to offer a menu of tailored incentives to clients in the coming year.

On juvenile supervision, Dustin reported lower outcomes: 21 juvenile terminations in FY2025 with 10 successful, a 48% success rate. He said the state (KDOC) uses different juvenile success metrics and that FY2024 had 13 terminations and a 54% success rate. "With our juvenile clients, thanks to that reform, we've got six months, maybe nine months. That's not a lot of time to take an adolescent and change some behaviors," Dustin told commissioners, referring to juvenile-justice reform that limits supervision time.

Dustin also reported juvenile incentives and sanctions: 78 incentives and 33 sanctions for a ratio of 2.36 incentives per sanction. He said tracking differences and the use of separate databases likely undercounted simultaneous incentives and sanctions in some contacts and that the office will refine tracking.

Commission discussion: Commissioners asked for clarification of "SB 123" clients; Dustin explained that "Senate Bill 123" clients are those sentenced to the supervision program for drug offenses and that these clients received both more incentives and more sanctions because of the nature of addiction-related supervision. Commissioners also asked whether juvenile intake and assessment volumes were changing; Dustin said juvenile intakes dropped from about 190 in FY24 (across four counties the office serves) to about 145—148 in FY25 and that the drop could reflect multiple factors the office will continue to study.

Action taken: The commission approved both the fiscal year 2025 adult year-end outcome report and the fiscal year 2025 juvenile year-end outcome report on separate motions. Commissioners voting yes on both items were Commissioner Stonemaier, Commissioner Wehmeyer, Commissioner Meador, Commissioner Dickinson and Chair Harris.
